Cengal's long term plan

Cengal, the company that developed the quantum neural networks for G6, looks very intriguing. It was founded by a group of researchers from Xanadu Quantum Technologies (which Google says is based in Toronto), and yet Cengal itself is headquartered in Abkhazia.

A partially recognized country on the other side of the globe is an unexpected place for a bunch of researches previously located in Canada to base their new company in. Did they have something to hide? What would that be? Quantum tech in itself isn’t controversial. Sure, their later G6 involvement was problematic (and hidden), but they were founded way before that, in 2030 (which is also before PTAE/CMD, and before Zhupao entered the neural colloid business through Sanial). So, is it possible that there was a longer term plan at play here?

My feeling on the location choice leans toward maybe the R&D laws/regulations were more favorable there than in Canada? Cengal also went from being contracted by Zhupao in October 2040 to being flat-out merged w/ other Zhupao companies to become Omnius in 2041, once the UN had passed its pro-G6 resolution. That seems…quick? Xu says contracting w/ Cengal was necessary because Amankwah-Crouse and Cariappa had left the project. If Cengal had a long game, they may have influenced those departures. Not sure how important they actually are as a company, but hopefully we’ll see.

There might be some Russian connection with Cengal, since AFAIK Abkhazia is very tightly connected with Russia, so whoever decided to set up the company there, might have counted on Russian protection of some sort.
